GPP 2020 - Mainstreaming low-carbon procurement

GPP 2020 has demonstrated the huge energy and CO2 savings which public authorities in Europe can make by procuring innovative products, services and works.

Over the course of three years, more than 100 low-carbon tenders were implemented by over 40 public authorities in eight countries, resulting in calculated savings of over 900,000 tonnes CO2e and 140,000 toe (tonnes of oil equivalent).

GPP 2020 also put in place structures to support public authorities looking to implement low-carbon tenders in future. These include dedicated national helpdesks, replicable case studies and an international training programme.

  • The Metropolitan Area of Rome represents 121 councils and governs one of the largest and the most populated metropolitan area in Italy.

  • OesteCIM is an intermunicipal community of 12 municipalities in West Portugal that aims to promote sustainable development.
  • The Slovenian Ministry of Finance, Public Procurement Directorate carries out joint procurement for other public authorities.
  • The Ministry of Territory and Sustainability of the Catalonian Government works among other issues on sustainable procurement.
  • The Catalan Energy Institute (ICAEN) is the regional energy agency of Catalonia.
